How do you get the engine to move? Is there a switch to turn it on?

The Engine is actually powered by the "Tree Top Tender" car. You will see the brushes that conduct power on the tender car. Place the Loco on the track and plug in the Tender car and it should work.

Your seat safety switch is not working. If the seat switch isn't activated, ie. a person sitting on the seat, the safety system will stop the engine when the levers are engaged. There is probably only one lever safety switch, on the right lever, which is why the left one doesn't kill the engine. Check the seat switch continuity and the wiring for loose connections.
