Special splicing tape may be available for this, although it is probably not the right size. It was used in the broadcast industry for years for editing, as it did not gum up the recorders.

I have done this,carefully take the cassette apart,by removeing the screws,be sure and look at how it is assembled.
Remove both spools of tape.In the break area cut with a razor blade each sides of the spools so you have a smooth surface on the tape.
lay them on a flat surface,pointing towards each other,be carefull not to drop the spools.Put one (little) drop of supperglue on the tape,then put the other end of the tape on top,make sure the alignment is straight and you dont glue the tape to youre work area.Wait about five minutes,then reassemble. Works like a charm for me.
