I have a Precor 9.45 I that states error 10 what is wrong with it

Precor Error 10, Line Frequency out of Acceptable Range Probable Cause 1. Treadmill is connected to a non-dedicated AC circuit
2. The AC hot and AC neutral wires are reversed on a 120VAC circuit.
3. The upper PCA has an incorrect jumper setting.
4. Fuse feeding the stepdown transformer is bad.
5. AC line frequency is incorrect.
6. AC line may be excessively noisy. Corrective Action
  1. Treadmill must be connected to a completely dedicated 20amp AC circuit. Both hot and neutral leads must be dedicated to the treadmill. If the circuit is shared with another piece of equipment, it can cause enough electrical noise to make the AC line frequency impossible to identify. The AC circuit for the treadmill must be re-configured as a completely dedicated 20amp circuit.
  2. Many line frequency detection systems observe the AC line frequency on the hot AC line. In the event of a reversed 120VAC circuit, the observation is taking place on the neutral (ground) part of the AC line. Many observing systems are not capable of detecting line frequency on the neutral line. First it must be determined if the reversal is in the AC wiring feeding the treadmill or in the internal wiring of the treadmill. The hot and neutral lines can be confirmed by measuring each in reference to AC (green wire) ground. The hot wire will read full line voltage (commonly 105 - 120VAC) and the neutral should read about 0VAC.
  3. The upper PCA's for some units had a jumper setting for use with SCR or PWM drive circuits. If the jumper was set on the upper PCA as PWM on an SCR unit, the Error 10 appears. Change the jumper setting to SCR to correct the problem.
  4. A pair of fuses were used on some treadmills (C944 PWM version 2 and C96x PWM version 2) that fed the stepdown transformer for the low voltage power supply on the lower PCA. The AC line frequency was observed on the output of one of the fuses. If the fuse blew, AC line frequency could not be detected even though the treadmill appeared normal under other circumstances.
  5. It is unlikely, however, the AC line frequency could be out of acceptable limits. This would more likely occor in countries were AC power systems may not be well developed and controlled. There is little that can be done to correct this issue. If the source frequency cannot be corrected, the only possibility would be replacing the treadmill with one that utilizes a PWM motor controller. PWM motor controllers do not depend on line frequency for speed control.
  6. At times the AC being fed into the distribution system is too electrically noisy to allow correct line frequency identification. This can be caused by other equipment within the AC distribution system creating the electrical noise. It can be difficult to identify the source of the electrical noise. There is little that can be done to correct this issue. The source needs to be located and removed or made electrically quiet. If this cannot be done, the only possibility would be replacing the treadmill with one that utilizes a PWM motor controller. PWM motor controllers do not depend on line frequency for speed control.

Sorry to disappoint you but I will just give you directions to do it yourself.
Ungrouped
First sort the data in ascending order (from lowest to highest value)
Create a two-column table
In the first column enter a data value.
In the second column enter the frequency of a data item
Count how many times one particular data value appears in the set (how many repetitions). If it appears only once, its frequency is 1; twice, frequency 2, etc.
For each single (different) data value complete the frequency column.

Grouped
For grouped data representations you create classes: A class is just an interval of values, for example between [125, 130[
For each class interval you create, count how many data values fall within the interval. For the class given as example it will encompass all values between 125 and 129, It I counted correctly its frequency is 4.
Complete the frequency table for the class.

How many classes should you create? Usually this information is given to you. If not, create a moderate number of classes (4,5) It depends on the span of the distribution (highest value- lowest value). The intervals should have equal length. Read your instructions.

Major Functions of Uniden BC 855 XLT Desktop Scanner

RANGES AND MODES:
29-54 MHz; 137-174 MHz; 406-512 MHz; and 806-956 MHz NFM; 118-136 MHz AM

MEMORIES & MEMORY SCANNING:
• The 855 receives mainly via frequencies programmed into its 50 memory channels. It does not have a VFO or dial mode as such, but can scan within two frequencies.
• To scan memory channels, press SCAN. To hold a channel, press MANUAL.
• The 50 channels are divided into 5 banks (Bank 1: Channels 1-10, Bank 2: 11-20, etc.).
• Any of the 5 banks can be turned off from scanning. To turn a bank on/off, press its number while in Scan Mode. Active banks are illuminated in the display.
• SPEED toggles between 8 & 16 channels per second in both scan & search modes.
TO ENTER A FREQUENCY IN A MEMORY CHANNEL:
• Press MANUAL.
• Press the channel number you wish to program using keypad.
• Press MANUAL again.
• Enter the desired frequency using the keypad.
• Press E (ENTER). (If you make an ERROR, press CLEAR & re-enter frequency.)
• To set 2-second delay, press DELAY. Confirmed by “DLY” in display. Same deselects.
• To lock out channel from scan, select it & press LOCK OUT. Same deselects.
PRIORITY CHANNEL: Press PRIORITY to scan Ch. 1 every 2 seconds.
TO SELECT CHANNELS MANUALLY:
• Press MANUAL.
• Press desired channel number on keypad.
• Press MANUAL. Press MANUAL repeatedly to step through channels sequentially.
TO SCAN UP/DOWN FROM A CHANNEL: Select channel manually, then press ? or ?.
TO SCAN/SEARCH A GIVEN FREQUENCY RANGE:
• Press MANUAL.
• Enter the lower frequency limit.
• Press LIMIT.
• Enter the upper frequency limit.
• Press LIMIT.
• Press SEARCH.

I couldn't locate the manual for your scanner, but it's basically the same as the BC860XLT, except that the 860 has 100 channels. Other than that, all controls and functions are the same. You can download and print the manual for the 860 here:
