One of my Ryobi 18v battery packs (1400672) won't charge, the chargers red and yellow lights stay on. How can I trick it into charging?

Since your battery is most likely a NiCd battery, one or more of the individual cells inside the plastic case could be defective. Do what I have done and replace those NiCd batteries with Lithium batteries. They last much longer and can be left charged for a year without being re-charged, ready for when you need a drill or whatever tool.
Do NOT charge a Lithium battery in a charger designed for those NiCd batteries. The tech who replaced a set of Lithium batteries for me told me that will kill them. However, a green charger will charge both NiCd and Lithium batteries. The green charger will charge a battery in about one hour.
The idea of converting a cordless tool to a corded tool is ridiculous. Why do we buy a cordless tool? To use it where we don't have to worry about running an extension cord.

Ryobi charger model # 140295003 has a red and yellow light. When charging red light is on what does the yellow light mean? Also how long should the battery be left in the charger?

Hi,

The yellow light means that there still is an amount of charge on the battery, meaning that it isn't fully discharged. The red light means that it is partly discharged and you can charge it up.

That is true the One+ 18V Li-Ion battery packs will work in any One+ 18V Ryobi tool. However the Lithium ion batteries will not charge in the original P110 NiCd charger. You will need one of the the new series Ryobi One+ 18V "dual chemistry" chargers for that. The will charge both types of battery packs.

Can you charge ryobi lithium batteries in a regular ryobi charger?

NO! Never charge lithium batteries in a charger designed for nickle based batteries like the NiHi your old charger was meant for. Ryobi did design the new Lithium charger to be backwards compatible so you can charge your older 18V NiHi batteries in the Lithium 18V charger.
Also note, NEVER miss-match the voltage, for example, make sure you are not trying to charge 12V batteries in an 18V charger unless the manufacturer has specifically stated that the charger is capable of multiple voltages.

Both green and yellow light stay on and batteries will not charge 18v

If both yellow and green LEDs come on, this indicates
a deeply discharged or defective battery pack.
Allow the battery pack to remain in the charger for 15
to 30 minutes. When the battery pack reaches normal
voltage range, the red LED should come on. If the
red LED does not come on after 30 minutes, this may
indicate a defective battery pack and should be
replaced.
n After normal usage, a minimum of 1 hour of charging time
is required to fully recharge battery pack.

The Yellow and Green light both come on and stay on when I put in a battery to charge !!! This is a Ryobi 18v battery charger model #1423701.....

It sounds like your battery is bad. If yellow and green are on for more than 15 minutes it probably a defective battery pack. See page 8 in the manual.

Ryobi battery charger with a solid yellow and solid green light

I was recently told that the lithium ion does not like cold temperatures so you may need to bring the batteries and charge into a warm location and wait until they reach a warm temperature and then charge them.

Charger not charging

Just was on a website for Ryobi drills and it states that if the yellow and green light stay on for more than 15 minutes the battery is fried. Couldn't find the link but if you do a search for Ryobi Drill 18 volt you should find the same info. It was as product review from Australia I think.

I also have a problem with the charging of Ryobi batterys. They seem to charge AOK with the green light coming on but the charge does not last at all. Not sure if the problem is with the batteries on the charger.
