I have a brand new Nikon D60, I was sent an extra battery (not a Nikon) and it will not charge. It fits into my charger, and blinks for a few seconds before turning off. The Nikon battery that came with the camera charges just fine. What can I do?

You need to return it for a replacement while it is new. Try returning it to the store for a replacement first. If they won't replace it, contact Nikon. Never try to fix a brand new item. It will void the warranty.
A blinking green light means the charger is charging the battery. A steady green light (same LED) means that charging is complete. If the light never stops blinking and we assume that your charger is working correctly, you may have a defective battery. Rechargeable batteries do not last forever. After a few years, there ability to take and hold a charge declines. It may be time to buy a new battery.
You have one of a few problems. Either your new battery is defective, which does occasionally happen, or there is a problem with your battery charger. Did you buy a cheap aftermarket battery? Sometimes those batteries are faulty right out of the box, sometimes they work great. If this is a "Nikon" battery you may have a defective charger.
