It is possible to make a vibration meter, but its not easy for the average user to build one. I have found this site that has instructions on how to make a vibration meter using a multimeter.

Put anything from your kitchen waste peelings (not oil or fat or anything pre-cooked), paper towels (made from trees) grass clippings, garden waste, cardboard, shreaded letters & envelopes, newspapers (but not coloured magazines), mix 50% green and 50% dry, tumble weekly, add some worms, after 3 weeks pour into a bag bin bag pierce some holes and stand in a corner of the garden and wait. Repeat, next year open first bag it should be black and ready for your plants and veg. :-)
