At the end of the wash/rinse programmes the drum would turn slowly while the pump removes the majority of the water and when the tub is virtually empty the drum will begin building speed over time until the spin speed is reached. The pump remains running until the end of the spin. That is how things usually go.
An automatic washer doesn't drain - it is pumped out!
Your description suggests either there is something wrong with the pump or programmer.
check the discharge hose in the rear make sure no kinks or there could be something in the pump. if it drains slowly i'd say check for kinks. a whining noise while it's draing cloged pump
You may have something obstructing the flow of water through the drain hose. You need a tech to check where the problem is. http://tclaundryrepair.com/
F/H is a no water fault code, so i would recheck your incoming water supply, or look to a problem with the inlet water valve.. if your using stainless steel hoses, form the manufacture lableld FLOOD SAFE, these maybe your issue as well they have a buitl in water shut off, htat may be failing preventing water from entering
