My farther as just bought a gainsbough 4 wheel mobility scooter with the engine engaged should it roll down a slight hill with no lever pressed

No, it means the Electro Brake is not engaging 100%,

Check the motor under the seat, now you will see two thick wires come from the motor , Red & Black if you look to the side of the motor you should see two thinner wires leading to the side of the motor , those are the brake power leads, (depending on Model) , has the brake seized ? or are the wires not making a good connection, these wire should lead back to the motor controller , normally a black or blue box, that is the motor controller , check connections, depending again on brand and model.

Most of these chairs have a clutch release lever near the motors. Move it into free-wheeling and it should roll nicely.

Replace engager assembly, dial-a-speed pot and try again. These are common wear items (about every 3-6 years with or without use.)
If issue continues you have a bad controller... which is not common.

Scooter battery meter dips

After 10 to 12 hour charge, unplug the charger, make sure the freewheel lever is in drive mode, you will know if it is because you have a hard time trying to push the scooter. Turn it on and try to drive if the meter goes to above the middle on the meter, it should ok, but, if the needle goes to red right away time for new batteries. Will need more info to go any farther. or you could go to www.strege.com/BlueDoc it is an app to help trouble shoot scooter problems.

This sounds like the electric/magnetic brake has locked.

Will not move when scooter is engage

Is the dash board lighting up when you turn on the key? If so check the transmission dissenge lever. It's at the very back under the seat looks like a hook sticking out it needs to be pushed all the way in to engage your ******. If it's pulled out the scooter should be able to free wheel (in case you needed to push it) Hope that helps!

may sound silly, but have you checked that it's not in freewheel mode, as this would prevent the motor engaging

I have a celebrity scooter that powers up great and every thing seems to operate properly except it will not go forward or backward. It makes no sound when engaging thumb switch.

Make sure the drive lever/freewheel brake is engaged. Usually it is on the lower back bottom of the scooter or check your owner's manual.

Wont move beeps several times battery dial shows full

Check the "neutral" lever just above the right rear wheel. It is probably not engaged. If the Go-Go rolls freely, that is the simple fix. If that isn't it, look at your manual on page 33 for the beep codes to tell you what's wrong. If you don't have the manual, here is a link to the free download site...

A fully charged battery should be over 12 volts. You may need to change your batteries.
