When there is a long term water outtage all kinds of things can be introduced into your water system. Most likely there is debris in your water supply line or water valve assy on your refrigerator.
1. Turn off the water supply to your refigerator.
2. Remove the water supply line
3. Turn on the water and purge the water line. ( If there is not water coming through the line at this point the water shut off valve at the supply connection is probably clogged. ) Then reconnect the line and turn on the water.
4. After purging the supply line unplug the refrigerator
a. Make a test cord for the water valve solenoid by using an old extension cord and cutting off the end and installing female termials available at any applaince parts source or some hardware supply sources.
b. Remove the fiberboard rear cover of the unit and gain access to the water valve
c. Disconnect the 2 terminals of the ice maker water valve solenoid and connect your test cord.
d. Remove the plastic line that goes to the icemaker at the top connection by pulling down and place in a bucket.
e. Plug the test cord into the wall outlet. Water should flow into the bucket.
f. Unplug the water valve solenoid test cord. Water MUST stop.
If you do not get water flow at this point your water valve is clogged. You can either try to reverse flow with water and power to unclog it or... use LP air at a distance pointing into the top plastic line with the test cord connected to the wall outlet. If it does not clear then your only option is to replace the water valve.
g. Remove the test cord and reconnect unit wires to the water valve solenoid.

Just note that there is only 7.5 seconds that water is supplied when the sweep fingers are near vertical.
