Ask whoever gave it to you if the manual is available. Since it wasn't new to you, your comments about it being sold without instructions are not valid. Perhaps it is only a rice cooker and not meant for anything else.
it's possible the joints have gone dry at the top of the circuit board where the RF transmitter is.
Prise open the remote (it has no screws and you are best working inside the empty battery comaprtment to minimise damage). Once opend it will literally come apart in your hands but its fine.
At the top of the circuit board there is a tubular component with a coil around it. See if this has come away from the circuit board. If so gently resolder then re-assemble.
I've had to do this twice with mt RC5. Usually after it's fallen off the settee and bounced on the wooden floor!
