If it is a two wire photo cell ( as opposed to a three wire) then the load on the cell is very important check the instructions lots of load sensative photo cells won't work with low voltage lighting or led lights, good luck

Photocell is bad or if there is a timer controlling it,settings need to be changed.Replacement of the light fixture is more than likely if it is a motion/security light.
Wiring sounds correct. Lights are on all the time, even in daylight. How is the power by-passing the photocell shut-off? Disconnect ground wire to make sure there is not a ground fault causing circuit to complete on ground wire. Otherwise the photocell might be bad.
is there another light in the vacinity or is the light in question itself pointed at the photocell. most likely scenarios are that the light is pointing at its own photocell so when it is off the photosell senses dark and turns it on but then when light comes on tricks photocell into thinking it is daylight,check position of photocell and adjust away from light source if problem persist could be ballast going bad
Sun burns out the photocell in lights. Hampton Bay uses cheap components in their Fans and Lighting all made in China for a fraction of what you paid. Dont waste time calling gpwarranty.com they dont care. Best option..buy a good set and dont buy them from Home Depot, Hampton Bays primary retailer, sort of voting with your wallet.
Connectthe SUPPLY wire (Black) to the Photoelectric Black. ALL of the white wires - to lights and from supply and on PE - connect together

I was just out yesterday taking pictures in very hazy conditions, and some of my shots were facing south at about noon. I was actually expecting the sky to be overexposed, so I took two pictures of everything, one on auto, and one on manual with the exposure set to -0.6. Well, it turned out that even the ones on Auto were dark, so the ones on the manual settings were even worse!
As it turns out, I had the same problem you had, and should have boosted the exposure. Reading the manual, it does say that you should use positive compensation for very bright scenes or pictures of mostly sky. Try it next time and see how that works.
I'm new to this too, but I'll get the hang of it sooner or later... ;)
