Correct, the only step you can try is to reseat the memory chips. it should fix the problem. the power supply seems to be good here, as well as bad.
confused?
why good? becasue it is supplying the power to the computer and the only reason you see the light on the tower.
why bad? becasue the power supplied is not enough for the computer to start.
Now, the power is going to the motherboard, if you see any light on the motherboard the power supply is okay and then it became the duty of the motherboard to forward the power to all the components. so reseating the cables on the motherboard should fix the problem, most probably memory can cause such problems. so keep your fingures crossed and then restart the computer after you done resseating the memory and other cables, if it still doesnot work. then you may need to use the hit and trial method to find out if its a power supply or motherboard.
we normally replace both the parts in such cases.
all the best.
Found that the 110/220 switch on the PS was switched the wrong way.

Yes usually the amber light means power supply or it could be your hdd
It could just be an intermittent LED attached to your Power Button. Honestly, that switch is on the AC side of the supply, and I might say it will still come on with the LED out. I could be wrong. The only way to really know is meter it.
