Check your PTO switch operation which is at the engagement handle.
As for hooking the cable spring to deck idler pulley and brake assembly it goes in the hole closest to the idler pulley on the G deck which different then the F deck which uses the same idler arm assembly as the part is design to fit both decks.
Also make sure your using an OEM spec as a will fit will not work properly. You also must the spindle pulleys belt retainer covers in place so the belt will stay on.
Probably the PTO cable is either coroded up and struck or it is broken. You will need the 13W model number from serial tag to look-up as there is at least 2 different cable for this model series.
There is a spring attached to a tensioner that probably came unhooked while changing the belt. Higher deck settings push the deck backwards enough to spin the blades, the lower setting need the spring tensioner to take up the slack in the belt.
Tightening up a stretched cable is impossible. If the cable is NOT adjustable to shorten it and make it tighter, then you will need a new one. Here is a link to one. I searched all the parts diagrams in your manual for the cable and find it was NOT listed. I hope this helps as I have researched your problem. Go here:
for a deck no.. Most everything on the deck is done by springs.. what i would do is look at the deck make sure nothing is rubbing the belt making it rip apart.. or make it to not engage.. i would with the engine off engage the blade and disengage the blade make sure all the brakes are pulling away from the pulleys and making sure all the arms are moving to tighten the belt.. if nothing is moving then i double check the cable or however engages the deck (all mowers are different) and if need the part. If the cable is not broken and is still on deck make sure all springs are lubed. If you have any questions please dont hesitate to ask
I just got the kit 175067. Have the old one off except for where it's attached to the lever, schedule and weather has kept me from going further. Very simple to reconnect things at the pulley and above but not too sure how to connect the rest onto the lever and haven't had a chance to get a good look at how the old one might be connected yet. Should be a simple fix.
