If one wants to take off the whole freewheel, one usually buys a freewheel removal tool that matches the brand of freewheel, takes off the wheel, takes out the quick release skewer, puts the removal tool onto the freewheel, uses the quick release skewer (lightly screwed on) to keep the tool from slipping off, then clamps the removal tool into a well-mounted vice and unscrews the freewheel by grasping the wheel rim. They usually come off before something breaks... but occasionally not if they've been on for a long time, since pedaling tightens them... and tightens them... ;-)

Back wheel appears locked wont turn, was working OK, I didn't ride it for a week, battery was flat , recharged, but back wheel appears siezed.

Check that the brake is not jammed on either at the lever or at the rear wheel. Some levers have a pin you push to lock the brake.
If the brakes are OK then check there is nothing stuck in the chain or sprockets.

IT WILL NOT START. IT MAKES A CLICKING SOUND

is the engine rolling over? If not the issue may be the coggs in the pull rope starter. There are coggs that fly out by centrifical force when you pull the rope if the coggs are not engaging properly they will sound like a tic-tic-tic when they try to engage and then slip.

Installed new chain on nakamuru 21 spd now chain seems to want to skip when under load at rear sprocket

They are called coggs if they are at the rear, and sprockets at the front. What has happened is your old chain has worn dwn the metal on the rear coggs and there is'nt enough metal for the new chain to grab on to. You need a new coggset or a new freewheel

When shifting gears the chain starts to hop.

It is likely that your chain, coggs, (rear gears), and front sprockets are all wearing out. The gears wearing out now are likely the ones that are used the most. You will probably have to replace the chain, coggs,(freewheel), and maybe the front sprocket that is used the most refer to Parktool.com
