Sounds like the grounds are screwed up. Try using a grounded wire for the subwoofer input. If that doesn't work, it sounds like something is internally screwed up, like the power supply doesn't fully power down. I guess besides buying a new amp, just connect it to a power strip where the switch is accesable and shut the sub off with the power supply.
Interesting. In the KLH Basebite II manual it says in Troubleshooting if there is a hum when the volume is increased or when you turn your reciever off you may be getting feedback. Move the Subwoofer away from the speakers or try setting the subwoofer phase switch to reverse.
Also be sure you have it wired to the correct polarity: red or gold is usually and black or silver is -. Also if your BAssbite is connected via the speaker terminals (not the sub jack) then you want to set your recievers Subwoofer menu setting to OFF
And as the first comment says, you might want to connect it to a switched power supply or even plug it into it's own recepticle. Something may be interfering with the power supply and by isolating it from the rest of your equipment you may just kill the buzz :-)

I have a KLH Bassbite II that has always had a hum when turned off. It never seems to heat up so i never really worry about it. It is strange. Off should meen off!
