The tl2383 is just a trim kit...if you have a 2 handle shower valve and it is moen then the number is 2919....you just need a new cartridge if you are not getting any hot water....it is a 1224 cartridge.

Hot water coming out of tub slow

Two possible options i can think of.
1) the hot water valve at the hot water tank is partially closed. look for a lever that can be opened fully. the valve could have become faulty.
2) a copper line from the tank to the faucet might be bent somewhere in the middle

L have a moen kingsley t125 with a moen 9000 m pact the cold water handle comes out with a trickle only when you turn it on the hot water is find unit is about one year old

You have a obstruction in cold side turn off both cold and hot water to faucet then disassemble cold side(take note of how you take apart it must go back correctly) slowly open cold water stop to see if you can dislodge obstruction(use a towel over cold water handle assembly to keep from water shooting everywhere).

The hot side sounds like it has some junk in the hot side blocking the hot water from coming through check hot water line to make sure that it is coming through down below and if so you would need to take it apart and try to get the junk out of that side of the faucet.

these valves can be adjusted by removing the handle and adjusting the white gear that regulates the hot and cold that come out, try going more to one way if it gets colder then go the other way.

You can try to rotate the first plastic ring to the left of center a few teeth, this will let the handle advance alittle more to the hot side.

This needs a new cartridge and may only cost you a couple of bucks at your local plumbing store. If you do this yourself, just make sure you turn off the water to both the cold and the hot and you will probably just need a allen wrench, screw driver and maybe a cresent wrench.

Hot water dribbles thru shower head when turned to hot

Replacing the cartridge should solve the problem, the balancing spool is stuck, replacing it will solve the problem. The valve should look like this http://www.moen.ca/shared/pdf/3170pt.pdf . I have unstuck the spools in the past, soaking it in white vinegar will help to remove build up.
