If the oil level is good and it won't start it will be clear one of the requirements is absent.

Most small pressure washers do not have an automatic throttle control to increase engine speed on demand (activated by trigger on wand). You must set the governor/throttle to about max. to get the rated pressure. A honda motor produces 5 hp when it is turning about 3600 rpm. To increase the life of the pump, use about 80 % of capacity of the pump and increase only for stubborn debris.
The hoses from the carb are a bowl vent hose (top one) and the one out the bottom is a bowl drain. They don't connect to anything, typically they run down in the frame behind the motor. Good luck!
The float needle is not closing all the way and fuel keeps leaking in to the carburetor. Replace the needle and make sure the float is not damaged and that the float pin is clean.
your honda needs carborator service and tuning, if you want to do something by yourself than remove the airfilter case and find a small screw on the carburator, at the backside, turn it clockwise to reduce the gas ratio
