What do they mean the input voltage range between the wall outlet and this adapter is ac 100v-240v, and the adapter's output voltage is DC 5V,2A

A lot of new computer hardware will accept regular 110-115v like most people have in their homes (USA) or high voltage 220 (mostly used for washer / dryers) or industrial use. Like in a factory. This unit accept both without worries of over loading. Some may even have a switch to swap back and forth. It actually only uses 5v and 2amps. Meaning a single 110-115 power strip can handle many plugs, because of the low voltage.

Power light is blinking and the tv won't power up.

In that case the problem of your television is the power supply.The power supply have low voltage output so that the board of your TV cannot drive,so that the TV wont turn on.The power supply have leak capacitor that may cause of abnormal voltage.The output voltage of the power supply is +5V, +12V, and +24V.So the power supply is the problem its need to repair.Thanks

test the leads that attach from your motherboard to your hard drive or replace them there probably old and faulty
make sure that you have secure connections to all drives cd/dvd 3.1/2 inch floppy and hour hard drive one bad/faulty lead can lead to lots of probems ntldr is the software that helps your operating system load

Well most likely its a low voltage problem, check power outlet (110/220) or you need to replace the low voltage power supply board. Before replacing the power supply board you must check that the voltage is 24V by using a volt meter.
