My Bissell velocity bagless vacuum makes a loud high pitched noise but it still works fine.

    I chaanged the belt and that fixed the problem

Motor bearings probably have run out of grease. Units like that can go bad after use over time.

Sounds like something is clogged/blocking the intake hose. Pull off your bin & see if you can feel/see anything blocking that hose that everything goes thru.

Makes too much noise {high pitchs] like the motoris spinning the belt to fast.

That noise usually means that the belt is worn or stretched and its slipping on the motor shaft. Replacing the belt is easy to do and you can get the belts for this model here:

High pitched noise usally happens when the suction pancake fan fins become loose on the shaft.Usallythere is two or more sandwiched on the motorshaft .. Matter of taking the tin split casing apart and check and tighten :^/

High pitched screeching/broken handle release

For the handle problem, detent lever part #2030052 and costs $4 to $5. A bearing in the motor is what is making it sound bad, part #2032211 and will cost around $60. You could try bissell.com or call them. They can at least let you know who has Bissell parts near you.
