That is a display error showing there is not enough water flow to activate the heater. Take the filter out of your tub and see if the error goes away. if it does then you need a clean filter. if it does not go away then you have probably have a bad pressure switch.

didnt specify if you had a 4 8 or 10 button panel your unit is locked the only control that will work is temperature your owners manual has how to unlock it under side panel the following link is for an 8 button panel and the instructions are on page 6

The controll panel says flo2 and cool and wont turn on or heat up
Sorry for post before ment to hit the clarification. However, did some checking in general and the FLO2 display says this:

"Closed or shortened flow switch on system startup (system disabled). Flow switch in non-functional. This must only be repaired by a dealer or by a qualified service organization."
