My Akai flat screen will not turn on, the light is red but will not turn green and turn on...I also heard others talk about a chirping noise, my tv when working was doing this as well, any suggestions?

i have one of these akai 27 inch with dvd, i had a similar issue i found a power supply at auction and exchanged it and it works fine now, normally with this symptom your power supply is fualty. if the light goes green and you have no picture then you know other boards are fualty

i have a similar tv, with 5 blinking red lights on the power off. is that a power board issue? (I see the small green light ionside the tv, flashing green.,,) the outer light stays red or flashed red when i power off. i replaced the fuses, still same issue.
