Take out the battery and try with just the charger, Batteries for computers have regulators in them and when the batteries die, the computer wont boot.
the phone vibrates then turns off?
there is a battery issue causing the device to powercycle after starting up. the sony ericssons always vibrate when they are turned on.
long story short, replace the battery :(
Take the battery out, press the on button, wait 3 min, put the battery back in, press the on button and see what happens. If this doesn't work, try to borrow a different battery.
After that your probably looking at a brick.
Purpose of pressing the one button without the battery is to discharge any residual charges that might be causeing problems.

it sounds like you have a docking station? if so try using the charger that came with it.(make sure whatever the charger is plugged into has power and dont assume if its on a power stip and other things that are plugged have power doesnt mean one outlet on the strip can go bad. If trying another charger doesnt work try a new battery keep the reciept in case it still doesnt so you can return the battery. If none of these tips help then your psp (MAY) have taken a crash.
