How hot does this heat tape get up too?

To hook up a 12V LED taillight to a 36V electric scooter, you will need to use a voltage regulator to bring the voltage down to 12V. Here's how you can do it:

I started seeds on a pet warmer pad that I got at Runnings. It is just a hard plastic rectangle that stays just the right temperature. For pipe a heat tape product is the choice, look for a self regulating type like Easy Heat freeze free brand. Basically you run it along with the pipe and attach it with tape or zip ties. Maybe spiral it around a big pipe. Insulation around the whole works is a good finishing touch. For chicken water my dad used to just have a 100 Watt light bulb shining down on it, and that worked in South Dakota so probably will work anywhere. The water was inside the coop, so a lot warmer than outside. A loop of heat tape around the bottom of a metal water pan would probably work too. The light bulb also gave light to the chickens to keep them laying more eggs.

The best source of heat is through an overhead radiantsource so I would lose the hot rock. You should know that reptiles do not havethe nerves in their bellies to detect if they are being burned. So if the hotrock malfunction the reptile will keep sitting on it and can get severelyburned.

The problem is not your thermostat. It is the person who told you that your AC would be your sole source of hot water. The purpose of heat recovery is to ASSIST with hot water production and reduce the current used by your water heater. The only time your AC heats your water is when it is working to cool (or if it's a heat pump, cool and heat) your home. Turn your water heater back on and let your AC help keep the water hot. It's not supposed to do it alone.

How to:
Rods are installed in top of tank.
Most are located under a 2" round plastic cover located on top of tank.
Some anode rods are connected to hot water nipple
Read owner's manual to see location of anode rod
See list of water heater manufacturers and brands to find product manual.
Before starting, turn off heater source: electric water heater: turn off circuit breaker; gas water heater move control knob to pilot.
Close shutoff valve on cold water side of water heater
Open bathtub faucet to relieve pressure and let air into water line.
Open drain valve near bottom of tank,, and drain 2 gallons of water.

Use 1-1/16" socket for hex head rod
Rod will be rusted in place, use generous amount WD-40
WD-40 spray is flammable and will burn so be careful around heat source.
Loosening rod: go slow and check that water does not seep up when loosening rod because hot water can spew out hole if tank is very hot ... it is important to drain enough water out of tank to avoid accidental scalding.

Install new anode rod: One source says/ use pipe compound on thread instead of teflon tape. Other sources say use teflon tape. Either way, tank metal and anode metal must meet, so rod will work.

I would not use your heater in this enviroment for several reasons. First as you noted the extreme high hmidity, next depending on what species you are wanting to keep in your incubator, some have very sharp claws and the covers on your heater won't take much abuse. I don't know is this would work for you but we used to keep iguanas for our boys and used warming rocks to keep them comfortable during the winter. I hope this helps you. Thanks
