From the description provided the problem is in the systems control board, this the brains of the camera and controls vital area's of the device. My sense is to replace the camera, unless it was expensive then have it assessed.

Having gone over two months without a response to my query, I assume my suggestion to use a card reader solved the problem.

If you format the camera without the memory card inserted, the internal memory should be erased. Then, making sure the slide switch on the side of the card is in the unlocked position, insert the card and format it. Things should work after that.
