After exchanging the phone to the store for another identical phone, I got the same issue / same problem. After unplugging everything as noted by the 800# they suggested I contact my telephone service provider. I recently changed from AT&T to Comcast and found that voice mail service is included in my phone service at no additional charge. When I contacted Comcast and explained my situation (which I thought would have baffled her) she was not baffled. She knew exactly what I was talking about.
Hence....you can use the additional voice mail service provided by your telephone service in addition to your telephone unit or you can have your telephone service provider shut it off the service.
I was very pleased with Comcast's response and helpfulness. It just isn't explained clearly at all in the instruction manual that came with the phone. Shame on you!

I believe the VMWI is supposed to indicate that a telephone service provider's voicemail system has a message waiting. It's not an indication that the answering system built into the phone has a message. According to the manual, this needs support from the service provider. That would typically be an extra cost service, much like caller ID.
In other words, if you're not paying for this service every month, the feature on your phone won't do anything.
I don't think the handsets are supposed to indicate that, but the base unit has a panel where the number of calls answered is indicated.

I just purchased a 28821 DECT 6.0. I tested leaving a message. According to the manual, the VMWI is supposed to flash. But why would I have to pay for the service from my phone company if I'm using my own answering machine?
