Possible that the drain is clogged or the drain valve/pump is struck or is not activated by the program controller. If on checking there is voltage on the valve/pump without action then this can be faulty.
remove and check
We had that problem and is was because we had the hose (which is long) too far into plumbing drain it would set off a syphon effect and stop. Then it would start the beeping

take hose and siphion the water out of the unit.run into pan on floor or outside if you have long enough hose. it will come out just get started by putting one end in water in tub and the other end outside or in tub or whatever and start suction on hose untill water comes out and let run untill all water is out of tub.
