Does a laptop work outside my home without a router

Yes it can work outside of your home,
Process:
1. Click on the WiFi icon on the lower-right-corner of your screen.

2. A list of available wireless networks will appear on the right. Simply select the wireless network you wish to connect to and click the Connectbutton.

3. If the network that you have selected is secured (password protected) you need to type in the security phrase (Passphrase/Network key) and click the Next button.

4. You will be asked if you would like to enable sharing between PCs and connect to devices within the network. Selecting Yes will turn on sharing and No will leave it off (for more information about file/media sharing, visit http://windows.microsoft.com/en-US/windows/support). After selecting your sharing preference, the next screen will show you if you have successfully connected to the wireless network or not.

Wifi works and all but keeps having my two phones put the password in every half and hour. I don't have the disc for it so can't really set it up just connected it to my charter modem.

Wireless routers are used to connect computers into a network without running network cables throughout your home or office. Netgear wireless router settings must be changed using the router's Web-based interface. Any computer that is "hard wired" with a network cable to the router, rather than on a wireless connection, can be used to access the router. From the Settings menu, options such as "Encryptionicon1.png," "Network setup details" and "Passwords" can be customized.

      On a computer that is connected to the routericon1.png with a network cable, open any Web browser, such as Internet Explorer or Mozilla Firefox. In the address bar, type "192.168.0.1" (without the quotes) and press "Enter." This will bring up the login prompt for most Netgear wireless routers. If that doesn't work, try "www.routerlogin.net", "192.168.0.5", or "10.1.10.1" until the login window appears.

      Type "admin" in the Username field, type "password" in the Password field and click "OK." If the password fails, try "1234," "Password" with a capital "P" or "admin". Once you enter the proper credentials, the settings screen will open.

      Make any required changes to the settings. Under Security section, it is possible to specify a new username and password for added security. Once you have saved your changes, close the window, and the system will automatically log you out.

I cannot connect to the WIFI at work, but I can connect to my WIFI network at home, and other public networks. The wireless network at work is pushed by a D-Link 8200AP with a WAP security, just like it is...

Your laptop cannot connect to your work's wireless network because the security settings (ir WAP) in the D-Link is different to the security setting in your Netgear.
The wireless card in your laptop will need the settings changed to suit the D-Link's wireless settings ie the SSID and WAP.
You will need to change the wireless card settings in your laptop back to the Netgear's wireless settings to connect to your wireless network at home.
Some wireless cards allow you to set up different profiles for different wireless networks which allow you to switch wireless networks easily by just selecting the profile for the network you want to connect to.

I suggest that you try to remove network connections and
adapters on the laptop, and try to install it from fresh.

You will need to check the wireless settings of the router .
Is there any computer connected to the router with the Ethernet cable?
If not then connect 1 computer to the router and open the router set up page. Once you open the router set up page, you will be able to find the wireless network key.
Use that password to connect to the wireless network
