What do you mean by Ramp UP . Thats not proper. If you mean does not come to full RPM's thats correct. You didnt specify what engine or brand of mower. Most engines today have a preset speed of 3300 rpms. this is controled by a spring and link thats attached to a tab and that tab bent properly will increase or decrease the rpms. It could also be a sign of a carb problem . Best you take it to a tech/lawnmower shop and have it set to factory spec's

mower starts but oscillates between idle and almost normal speed. air filter not dirty and brand new gas used. Mower worked last week and now doesn't. now sure how these new auto choke mowers work or how to troubleshoot issue.
What are you referring to as normal speed. Do you have a tachometer? If so, it should be set at around 3400 rpm. If it just won't speed up, then it's possible someone tinkered with the adjustments. What type of motor is on it? Need to know this before we can go any farther with helping you. Sorry.
