How to download direct3d device

I don't know you exact problem, you didn't give much information but I'm assuming you can't something to work that requires direct3d.
First try this,
Right-click on your desktop and select:
Properties > Settings > Advanced > Troubleshoot
and move the Hardware Acceleration slider to "Full",
then click "Apply".
really, that's all I got.
But I did manage to find you a page with legit looking download links for specific OSes

The WDDM specification requires at least Direct3D 9-capable video card and the display driver must implement the device driver interfaces for the Direct3D 9Ex runtime in order to run legacy Direct3D applications

make sure there is the directx is installled and updated... (you can install it from internet..) also make sure your pc has graphics requirements for the game... make sure the directx driver is active in device manager..

But basically your machine is not detected a 3D video card.
It could be that a proper video driver has not been installed (Windows is using a default) so this maybe cured by simply downloading the driver for your machines GPU.

This machine might be using integrated "onboard" graphics, in which case don't expect very good performance especially with any recent game.
