I have a 20.3 freezer ( G.E.) approx: 3 or 4 yrs old...A svc. man told me the new freon was so high it was not much difference in cost of a new one....is this true?

Before recharge the freezer they have to find the leak and repair it because this is a seal system and if it needs freon must be a leak somewhere , the problem is that the leak could be in the pipes inside the freezer walls and can not be repair or it could be in the aluminum coil which will cost a lots of money to replace it.But first you should call GE to see what's the warranty on the seal system.
First of all, they man that told you about the freon. He does not know what he is talking about.
Secondly, If it's a freon issue, it is covered under warranty for 5 years. (Industry standard is 5 year on sealed systems in domestic refrigeration.) Without a model number I can't tell you what might be the problem but the last time I checked, a freezer of that size is around $500.00. I suggest that you call the manufacture and get them to send a service technicians that does their warranty work (there will be one on your area) and let them fix it under warranty. I do Whirlpool and Maycor (Maytag) warranty so I'm not sure how GE goes about doing this but I would think it's close to what the ones I work on do. DO NOT LET SOMEONE OTHER THAN A FACTORY AUTHORIZED TECHNICIAN TAP INTO THE SEALED SYSTEM. IF THEY DO, IT VOIDS THE WARRANTY.
