you have a grounding short. check all fuses and relays and then check all wiring. i know its a pain in the rear but sounds like a wire it shrorting out and causing that
with the hood open on the passenger side back edge of the motor straight down you should see the resivoir cap getting your hand down to it is another question i suggest cheking it cold because your arm will more than likely be pressed up against the heater hoses and outlet hope this helps
