Just drained jacuzzi hot tub and replaced circulation pump. Went to turn back on and now nothing works. Can't lights to come on, motor on main hot tub doesn't even turn on. It flashes COOL / FLO2, but jets don't work. Tried pushing all buttons and still nothing.

If you have any clamp on amperage meters, you need to see what the amperage draw on the circuit is when it is running. This will tell you if something is wrong with the pump circuit. It could be anything from a bad capacitor to an impeller obstruction.

Sounds like the heating element has gone out again. Once you reset the circuit breaker and the tub turns on it will start to circulate the water. This usually runs like this for about 2 mins and then the tub will recognize it is cold and send power to the heater. If the element is back at that point it will blow the circuit breaker. If this circuit breaker pops as soon as you turn it on then you most likely have a bad circuit board.
A flashing “FL1” display means the flow switch is malfunctioning open, the filter cartridge is excessively dirty or an “air lock” condition has occurred at the circulation pump intake.
Keep giving it a few kicks! When that happens to motors it usually means that it is on its way out, I'd milk it for as long as possible but start thinking about a new pump and motor.
I take it for granted that you know when the tub is in cycle mode for water circulation, ( the tub will do this every 4 to 8 hours unless programed otherwise). If it is truly going into the low speed on the pump, the problem lies in the circuit board. The double click you hear is the relay for the pump turning off and then on again. This is a costly problem to diagnose as circuit boards start at 200.00 and go up. If it is the relay, the only way to replace one is to replace the circuit board.
Your circulation pump isn't working you should see the flow awitch closing if you have the visible model and hear the pump running.. If its the smaller circulation pump model it needs replacing
