"cool on " flashing..no heat or cool air blowing

Is it set on summer switch which is the fan running all the time blowing cold air

Try adjusting the thermostat to cool or heat position. Your a/c is good for summer and winter operation.

Is the compressor running? If blowing cold air while on heat setting the reversing valve is not working.

That blinking light may be the diagnostic light. Count the blinks next time it fails. Carrier units will have two different blinks depicting the error code such as one blink followed by a pause than 3 blinks giving you an error code of 13. Then look at the wiring diagram, it will have an error code chart telling you where to start with your diagnosis. You already know that if you remove the cover it erases the error code, so look thru the small window first.

either fan capacitor or fan itself is defective

check the belt drive and refrigerant

Your outdoor condenser is in heat mode. Check the wires on the thermostat. Sounds like a small wiring problem and nothing else. Good luck. Please keep me posted as to you progress.

Sounds like they wired it direct to line voltage , it should run through a sequencer or fan relay to cycle on and off , your seq./relay could be stuck closed to but unlikely being it was just repaired , call the service company back before you do anything they are responsible.

Check the thermostat. Make sure it is set for AUTO fan not ON fan. If that is OK replace the fan relay.
