Is samsung 730sc from japan can be used in the Philippines?
If this is the Softbank phone, then it can be unlocked - but it doesn't support GSM, only 3G - so you will need to use it with a service provider who supports 2100MHz UMTS.

The other thing to watch is that the media player and camera are network dependent, and need to be patched to still work if the phone is unlocked.
