I think there is a nut holding the prop to the shaft and there might be a shear pin going through the prop and shaft. Remove those to get the prop off. It may have been on so long, there might be rust and other junk holding it on. Spray with penetrating oil and let sit to loosen the rust.

If it stalls out when putting it forward or reverse, then the problem could be a jammed gear train. If it still runs when shifted into gear but doesn't spin the prop, then the prop shear pin may have broken. This is done to prevent engine damage if the prop hits something hard such as an underwater log or such.
I'm assuming that you mispelled and set should be jet. I'm also assuming that you're at a higher altitude. That could mean changing jet would improve performance. Changing your original propeller which was designed for sea level could also help. I know that my 115 horse Merc could only get up to 4200 rpm with the factory prop that was 17 degree prop. I changed to a 15 degree and got to 5200 rpm and a 13 degree got me to 6000 rpm. It's a little expensive but to get to optimal performance for your motor you'll probably need to change jets and prop.
