I have the older model jacuzzi tub with the dial thermostat and light. The light goes on and off with the dial as you turn it. I replaced the heating element with a brand new one. With the light working on the thermostat panel is the flow control and thermostat still good?What could be the problem if they are good?

If your hot tub is running but NOT heating then you need to look at a couple of things. First, on the topside, is the heat indicator light on? If it is on and the tub is not heating then the temp sensor or the high limit sensor is not working and need to be replaced. US Parts Center
Sounds like the heating element has gone out again. Once you reset the circuit breaker and the tub turns on it will start to circulate the water. This usually runs like this for about 2 mins and then the tub will recognize it is cold and send power to the heater. If the element is back at that point it will blow the circuit breaker. If this circuit breaker pops as soon as you turn it on then you most likely have a bad circuit board.
In line heaters will not HEAT the water, they will only maintain the temperature inside the tub within a few degrees. You should not try to install the heater yourself, it would be best to have a plumber come over and give you a quote on how much it would be to install it. A plumber can look at the tub, see if there is a place that the heater can be CUT IN to the pipes, and install it. You likely won't get it to work. The inline heaters are required to be put on a GFCI circuit because they are powered in a wet environment. Unless your tub is not hardwired in to the house, and you actually have a GFCI circuit under the tub. But like I said, these do not heat the tub, they only maintain. And the life of these is not very long if you use soaps and shampoos in the tub while the heater is on. It won't take any time at all for the oils to build up on the elements, rendering it useless.
I would expect there is a Jacuzzi dealer in your town and I would guess he has parts. If you purchase parts locally, not only are you helping your neighbor but also, you will have the opportunity to pick his brain on tips to install.
Bathtub heaters will not produce the heat out a the jets like you would feel coming out of a return jet in a swimming pool. Bathtub heaters will ONLY maintain whatever temperature water you put in there. they only heat 1-2 degrees an hour. that is for a 1500 watt heater. Many heaters today are only 650 watt or perhaps 700 watt.
sounds like it could be either the heating element, the thermostat or pressure switch problem. Does the light come on when it is trying to heat? if it doesn't come on then most likely the heating element needs to be changed.
