The compression on your Evinrude outboard should be at least 100 with no more than 10% difference between cylinders. Keep in mind gauges can give very different results. Also, remember the test should be run when the engine is warm!
Most outboards should generate at least 100 psi. Most 2 cycle will go up to 120-130 psi. Compression readings are not real accurate on 2 cycle due to the oil in the gas or injected. What you should look for is a difference between cylinders. They should not be more than 10 lb difference.
check the trigger it is doubtful that both power packs are bad move trigger around the stator and see if another plug fires if it does the trigger or optic eye is bad most likely the eye
