Check voltage at the clutch with a DMM. Connect black lead of the DMM directly to the battery NEG. Then test both sides of the clutch electrical connector with the red probe. One side must read 12 volt battery voltage and the other side must be zero.
Likely you will find either no 12VDC on both sides of the connector or 0VDC on both sides.
If you have 0VDC, then there is no power to the clutch and a safety switch is most likely cause.
If you have 12VDC on both sides, then the clutch return lead has no reference to battery NEG. Likely open frame ground.
The clutches are electro magnetic, so there is an electrical winding inside, once 12 volts is applied to the windings it creates a magnet which draws the centre plates in and engages the pulley, so check you have a 12 volt supply to the clutch, if yes, other than the bearing replacement there is little else that is serviceable.

The PTO usually has a clutch that has to be engaged so that you can select the PTO rotation setting. I had a problem like that on my tractor and all it needed was a little adjustment on the PTO clutch lever, so it could disengage the PTO gearbox properly.

I hope this will help you...under the side panels on each side of the mower, there are "reverse lockout safety switches", they are supposed to stop the blades when both handles are pulled back. If one or both of the switches are out, the deck will not engage. Also, under the right side panel (when sitting on seat) there should be 3 relay switches, the one closest to the motor controls the PTO., if this is out, the PTO will not engage.

First thing u might want to check is the governor--Make sure the spring and linkage is hooked up properly and the governor is moving freely.

you may hav a bad alt. problem with the mower dying when you engage the pto is most likley a bad sensor or wire unplugged on the seat sensor.the way it works is if the blades are turning and it dosent sense you being on the seat the mower shuts down.this has been standard on mowers for quite a few years now. it keeps the blades from cutting you up if you fall off the seat while mowing. as for charging i would try cleaning the battery connections and get the battery checked first.

Check your mower deck spindles and belt. If belt is slipping at all the PTO will not engage.
