Your issue is not stated very clearly so I'll make some guesses about your problem.
I'm guessing you mean "rate" (Starts-per-Week) is the number of starts you have that week.
I'll guess that those starts are not new start dates but something else-maybe job starts.
Each start implies a job duration period. Do you want to know the finish date of each job or are you only interested in when the last job will be completed? Don't think I can give you meaningful Excel formulas at this time.
Maybe Excel is the best tool for this job but I suspect someting like Microsoft Project would be more appropriate (but expensive). You should Google "project tracking", "project orgainization" and "Gant chart" and read what you find to get a good feel for your problem and how to solve it.

Workday function in excel formulas

The WorkDay Function returns a number that's the serial date that is the indicated number of working days from a given date (the starting date). Working days EXCLUDE weekends and any dates identified as holidays. Use WORKDAY to exclude weekends or holidays when you calculate invoice due dates, expected delivery times, or the number of days of work performed.
The Syntax is:
=WORKDAY(start_date,days,holidays)
where:
- start_date is in Date format (and can be a calculated value);
- days is a number of elapsed days after start_date (can be calculated, can be negative to indicate a date BEFORE start_date);
- holidays is an array of holidays you can specify if desired.

I have 10 not 9 i i install the program and now my computer wont do anything the screen is black i tired the f8 but that didnt work either

As soon as your computer boots press and hold F8 Key to start it in Safe Mode or in Last Known Good Configuration.
I recommend you to start in a Safe Mode. Assuming you are running windows 7, click on "Start" Menu and type "System Restore".
Follow the screen and choose a date before you started installing your new software. After finishing wizard it will reboot and should work normally. However you need to reinstall the software because it might not be there after restore.

WARNING:- You might loose all the new data or files you created on or after that date, therefore before starting "System Restore" get the backup of all date you have created on and after the date.

FORMULA NEEDED FAST

Yes you can create the formula outside the cell or you can create it one time and copy it down to the other cells. That way it will populate once it is used.

The formula should be Base Rate * .05 to get the result then add the result back to the base rate.
