Normally that would be a closed/sealed system, not rechargeable, from the factory. Don't know what valve your seeing, unless someone has retrofitted it with valves for recharging prior to you purchasing it. I will say that quite often the reason for poor, or less cooling, than when new, is often due to simply needing a good cleaning of evaporator and condenser coils and fins. Has that been done lately?
you can buy a saddle valve, this is a valve you screw in. I am assuming you have the correct freon as where you purchased your freon they should sell the saddle valve. Hope this helped
mcdevito75 here, You can contact the units name online. Rechage your self may not be possible as special tools are needed, plus buying the gas would need a license to buy the gas (Freon). Check with your local A/C repair shop.
The short answer is that some are, and some are not. You can tell by opening the unit and checking the refrigerant lines for ports to add freon. There will be one on the smaller diameter high pressure side and one on the larger diameter low pressure side. Both will be covered with screw on caps covering schrader (bicycle tube) valves if your model is rechargable. If is a refrigerant loss issue, you'll need to locate and repair the leak before you add refrigerant (R-22). If yours is of the type that can be recharged, for making a repair and adding freon, I'd say that you're looking at around $200-$250 USD.
I cannot recommend anyone around Spokane.

You have a leak in the system that needs repair. If you have to add freon to system there is a leak. You need a service tech to do the repair. If it is out of gas you may to replace it. Leaks do not correct themselves. Russ
