How do I wire a Woods 59402 timer 240v input running two 120v outlets

Woods 59402 timer wires identical to Intermatic GM40, with same ratings and dip-switch settings.

Here is specific wiring diagram per your request, showing 240Volt input controlling two 120Volt outlets.

Keep in mind that with 240Volt, both hot wires coming from breaker box carry 120Volt each, with 240Volt potential across both hot leads.
Each 120Volt Hot from breaker box, also carries 120Volt potential to Neutral or ground wire.
So the 240Volt wires from breaker box can supply the Hot for a 240Volt circuit, but the circuit must also have a neutral wire to complete 120Volt circuit.

Be mindful that timer is not 2-channel, so both outlets are controlled by same timing schedule.
If you want two different schedules for the outlets, then buy a 2-channel timer like Intermatic ET1125. Wiring for ET series remains similar to illustration link above.

Timer model is usually located inside the door panel:

If you have timer with 8 terminals, and ordinary 240V water heater, then use diagram on bottom right.

3) Woods timers are wired identically to GE 15207, except your model might not have dip switches.

4) Busbar usually refers to a long metal bar where many wires connect to same pole. For example neutral busbar inside breaker box has 20 or 30 wires connected to it, and all are connected to Neutral wire from power pole.

The old timer that was there quit working tryed to put a new woods one in but cant get it to work help

The following wiring diagram works for Woods, GE, Hagar, Leviton, Sylight, Utilitec, some Intermatic in-wall timers.
It does not apply to Aube timers or Intermatic battery-operated timers.

If the wires are not connected correctly, the timer will not operate as expected.
Click the manual override and see what happens.
If the lights do not turn ON with the manual override, then the wiring is suspect.
If the lights blink, then you have put the red and white wires together.
If the lights turn ON, but timer clock is not working, it is possible you have the black and red wires reversed.
If the white wire is not connected correctly, the clock mechanism will not operate.

Review the wiring.
Black-timer wire goes to black-hot-wire from breaker
Red-timer wire goes to black-wire going to Load (lights)
White-timer wire connects to the Neutral wires that are usually twisted together and covered with a wire nut.
IF your box does not contain those white wires, then you can work-around by connecting white wire to bare ground wire.

How do I wire the timer in a 3-way switch?

Woods 59013 59017 59018 59720 59028 etc wall timers are not made for 3-way application. They replace a simple on-off switch.

Atube T1032-3W programmable timer shows it can replace 3-way switch.

Intermatic ST01C & EJ500 programmable times can replace 3-way switch. Look at diagrams carefully. Circuit is limited to 100' distance because of battery.

Lutron makes several 3-way countdown timers that turn on light for certain length of time and then turn off light

Tip for 3-way switch replacement: Mark wire that connects to dark-colored screw. This is called the 'common' wire.
Depending on location of switch, the 'common' wire either goes to Load (lights) or it comes from breaker box as Hot wire.
