From the manual...
Resetting the main unit Use this procedure to reset all the receiver's settings to the factory default. Use the front panel controls to do this.
VSX-515 model:
1 Switch the receiver into standby.
2 While holding down the TONE button, press and hold the  STANDBY/ON button for about three seconds.
3 When you see RESET? appear in the display, press the ENTER button. OK? shows in the display.
4 Press SYSTEM SETUP to confirm. OK appears in the display to indicate that the receiver has been reset to the factory default settings.

Either you plugged the TV outputs into the wrong input or you accidentally set it for the wrong Input mode (i.e. your using analog cables but it's set to look for digital optical).

Its just a wire covered with a shield. You can ohm it out with a multimeter.

Like many newer receivers, this model doesn't have a phono input. I guess manufacturers think nobody listens to vinyl today. You can still hook a turntable to one of the extra audio inputs on this unit, but you'll need a phono preamp. The output level from the turntable is too low to drive a "line level" input directly, and the preamp boosts and equalizes the signal so it will work properly. Radio Shack still carries a preamp; you can order online or find it in some of their stores. Many other sources are available online, and if you have a good stereo shop in your area they probably stock one. Plug the turntable to the preamp input, connect the preamp output to the receiver and that's it. You'll also need an AC outlet nearby as the preamp needs power.

That would follow. Assuming the PC's unspecified sound card (output) is set up to export the digital bitstream that the Pioneer can accept. Read some manuals.

My VSX 515 jumps from CD to AM unexpected and this happens at irregular intervals, is there anything I can do.

I'd suspect another infrared transmitter in the vicinity. Try blocking the 'eye' on the receiver and completely hide all the remotes you know about and see if it stops.

I have a Pioneer VSX-515-K A/V Reciever. When I plug it in the power relay clicks continuously. I don't have the schematic to troubleshoot the circuit. I just want to make sure it is the relay that's bad...

A bad relay won't pick and release itself. You need to find the cause.
