Read the manual pg 11. It will require a 240 volts part (plug or plug and cord). The regulator has nothing to do with voltage settings, it only regulates air pressure.

put a blower on the hose and see if air comes out
very possible there is a blockage in the hose or if you are using quick connects they may have failed
SOURCE: i need a wiring diagram for a kobalt 60 gallon air compressor
If it's a 220 volt motor, hook l1 and l2 (220 volts) to the line terminals. If it's a'dual voltage' motor (120 or 220)and you want to use 120, hook 120 to the terminals marked 'line'. Make sure the motor is connected for the voltage you're using if it's dual voltage.

SOURCE: i need to rewire a 239 volt motor to 120 volts.
There should be a wire diagram on the motor tag or under the coverplate. Eric
SOURCE: problems with kobalt air compressor 26 gal. simply
Check and reset motor thermal overload (red button) on motor, also check circuit breaker for your power supply. other than that the pressure switch is what stars and stops the motor, and depending on your level of knowledge you will need to check continuity through the pressure switch with a ohm meter.
Testimonial: "Thank you for your reply. I'll check it the morning........"

Or maybe someone has played with the Regulator and adjusted it to this????
Try readjusting the regulator first and if that doesn't work, get a new regulator.
