If you are trying to simply let one pop-up window through, hold the <ctrl> key down when you click the link which would normally bring up the pop-up window. Otherwise, you can normally disable it by going to your browser "Tools"-->"Internet Optoins"-->"Privacy" and disabling it there. Of course, it depends on what browser you use (this is for IE7), and if you have other pop-up blockers installed.

Reinstall it using administrator privileges and also make sure to unblock it before reinstalling by right clicking then chose the last option at the bottom of the pop up window which I believe its specifications another window will pop up look for the unblock option then click ok then right click on installation file again then click on run as administrator

As you don't know the administrator password, actually it's a very hard nut to crack. You need a software to unblock this computer. Follow these following steps:
  1. Download Windows Password Recovery 6.0 from Password Recovery Official site
  2. Install this software.
  3. Unzip the Windows password unlocker and extract the.ISO image file.
  4. Burn the image file on a blank disk with the burner provided with Windows Password Recovery 6.03.
  5. Insert the newly created CD into the DVD-drive and re-boot the computer.
  6. After restarting the computer, a window will pop up with all your account names(if you have several accounts); select the account name that you are trying to unblock.
  7. Just click the account name and the password will be removed.

click on account top of the right corner on your screen, select privacy setting, then you can see how many peoples your block list which blocked by you, click on the person name you want to unblock then another window pop up which will ask you to unblock this person click ok and you just unblock that person from your facebook account

It sounds very fishy that your email is requesting you to turn off your pop up blocker. Try scanning your computer with a free adware scanner. I recommend adaware or spybot s&d.
If that is not your problem, your pop up blocker is usually located in the tools section under add ons if your using firefox.
In internet explorer, its under tools and disable pop up blocker.
