There should be more than just one filter on that motor, check at the lift pump and injector pump.
Gelled fuel can be a pain, if that's the problem then warm it up (tarp and salamander for a few hours or leave it inside the shop overnight if the shop is warm), top off the fuel and give it a can of Power Service brand Diesel Kleen, then try it.

This could be a long and drawn out procedure. First thing is to check the hydraulic reservoir to see if it has sufficient fluid. Next would be the relief valve, see that it is not stuck in a by-pass mode (Internal leak). There would be movement of fluid in the reservoir if this is the case. If there is no indication of fluid being moved around, the pump is the next item of suspicion. Check that it is being driven - no sheared drive etc. If the pump seems to be pumping and there are indications say of fluid being returned to the reservoir, there could be a major internal leak on one of the components. THis would then most likely be in a selector valve rather than one of the actuators/motors. If you work through the above and find any other symptoms, come back to me and we can continue this investigation.
