Probably has water deposit minerals build up on it. Push and or pull with pliers until freely moves,soak in Lime away solvent ,toothbrush on.

It would be an allen wrench. Any typical multi sized wrench should have the proper sized allen wrench.
The holes can often become filled with grime so be sure to seat the wrench properly to prevent stripping.

If you are handy, the best solution is to call delta and have them send you a new diverter. They will need the model of your faucet. The new diverter will come with instructions on the install process. As far as fixing it without the new diverter, I don't believe you will be able to.

The cartridge has 2 or 3 o-ring type seals around it that feed the water through, it picks up both hot and cold and mixes them. Some cartridges are replaced as one, some you have to replace the seals, just take the faucet info to the hardware store and match it up. I think the diverter is for the shower. It sends the water up instead of out.
