did you leave it there long enough for the oil to drain into the cylinders? remove the plugs and crank it over blowing out any oil check for spark while the plug or plugs are out
I would suggest starting with the battery. Put it on a battery charger over night and take it to your local parts store the following day. I have had meters read 13.8 volts on a battery only to find out that it was done.
