Make sure the deck is raised before pulling the handle. The same thing happened to me also. I figured it out after a couple of weeks. The deck must be raised and locked and not in the engaged position.

i going to assume that yr tractor does have the hydrolic p.t.o. that controls the drive and cutting mechanism's???... if so you might start with checking the hydrolic fluid in the resevior. or you might check into replacing the hydrolic p.t.o. pump , if you ran the tractor in heavy work without any hydrolic fluid in the p.t.o. pump the pump is probably burnt up. if so im sure you can beat the cost of a new pump by rebuilding it yrself with a kit.
