It's a control board issue,this unit is made by Whirlpool,they are repairing a lot of theirs for free,so you may want to call Sears and see if they are covering theirs also.
Open the bottom panel (3 screws on bottom) then you should see a drain clean-out. Unscrew that, there is probably something stuck in there. Have a pan ready to catch the water when you un-screw it. Good luck
F03 indicates that the wash thermistor is open or short circuit, the thermistor is part of the heater element. you need to test the heater and thermistor, and possibly replace.
Indesit recommend that you call an engineer, but it can be done by some one who is competent enough.
Unplug before you do anything to it.
