Anyone tell me why my tecnics sa dv-290 amp gets red hot dont switch off but gets to hot and fan dont switch on till it hits -19 db why when this is to loud

I think your dvd is set to a different region. This might help:
1. Insert disk
2.Wait for 'no play'message
3.Immediately press stop
4.It wi go to chapter review automatically in about 5seconds time u should be able to press play and start the movie

it could be the fan if is not turning at all but if your ps3 fan is turning then it is your video card it can be fixed but only with the right tools I got them

That seems to be something of a chronic issue. I have heard that some off-roaders move the relay to another cooler location where there is more air flow by extending the wires. That is likely why Jeep puts it where it is instead of in the power distribution center. If you move it, I'd also consider doing a bit of weather proofing on the connector though or you'd be trading one problem for another.
One good place might be inside the lower part of the air cleaner box. There is always a good clean supply of moving air there whenever the engine is running and plenty of room as well.
I'd also make sure the fan motor isn't drawing too much amperage and that all connectors and grounds are good as all can cause extra resistance in the circuit.
